German Foreign Minister Guido Westerwelle addresses the media during an EU foreign ministers meeting at the European Council building in Brussels on Monday. He said Germany's decision not to participate in the Libya operation was justified.Discord erupted Monday in Europe over whether the military operation in Libya should be controlled by NATO, after Turkey blocked the alliance's participation while Italy issued a veiled threat to withdraw the use of its bases unless the alliance was put in charge.

A few days later, FBI agents showed up at Afifi's house accompanied by four police cars. He is part of the collateral damage of the U.S. war on terror -- a growing list of people who have had their lives turned upside down after being unjustly linked to terrorism. As the U.S. ramps up efforts to root out homegrown terrorism, hundreds of people who have fallen under suspicion are in a state of limbo: Many say they have been singled out unfairly for scrutiny but have been neither charged nor cleared.
